The Connecticut State Department of Education (CSDE) invites State of CT employees to apply for the position of Fiscal/Administrative Manager 1 to join the Accounting Services Unit within the Bureau of Fiscal Services. The Accounting Services Unit is responsible for the oversight, monitoring, and reporting of state and federal grants currently valued at nearly $5 billion. THE ROLE
This position is substantially involved with the administration of federal funds and various state annually appropriated funds. The incumbent in this position will lead a team of Associate Accountants and will perform a variety of fiscal and accounting functions, working closely with management, grants management staff, and other programmatic divisions within the CSDE.
Additionally, the successful incumbent will be client-focused, collaborative, and solution-driven and will manage multiple competing priorities. Primary roles will be to oversee and administer the electronic grants management system (eGMS), which will consist of reviewing and approving Local Education Agencies' (LEAs) budgets and fund requests, assisting LEAs with various eGMS-related inquiries, and assisting in the continued development of the eGMS to ensure efficiency. This position will also oversee the financial reporting and projections for state appropriations and federal and private grants.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex, professional fiscal and administrative functions with a major emphasis on fiscal administration.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews the work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans unit work;
- Establishes and maintains unit procedures;
- Develops or makes recommendations on the development of policies and standards;
- Interprets and administers pertinent laws;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Coordinates fiscal functions including budget preparation and management, accounting and financial reporting and analysis;
- Assists in planning and implementation of financial aspects of EDP systems;
- Utilizes EDP systems for financial records, reports and analyses;
- Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation;
- Supervises and coordinates a variety of administrative functions such as grant administration, payroll, purchasing and contract administration;
- In addition to supervising fiscal/administrative functions may supervise support services;
- In a facility, in addition to the above, may ensure conformance with related standards of TJC, OSHA, Environmental Protection and other regulatory agencies;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been supervising professional level staff.
NOTE: For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience with Governmental Accounting, including agency budgets with multiple funding sources and Comprehensive Financial Status Report preparation
- Experience with Core-CT Financial modules
- Experience facilitating process improvements and procedure documentation
- Experience with analyzing and manipulating data in Microsoft Excel
- Experience with supervision of staff at all levels within fiscal services
