The Commission requires all employees to establish PA residency within 6 months of hire and to maintain PA residency, regardless of Flexible Work Options.

Job Purpose and Summary 

This position is responsible for planning, organizing, and supervising the day-to-day work of plumbers, carpenters, HVAC technicians and electricians to ensure the proper operation and maintenance of facilities for the Pennsylvania Turnpike Commission (PTC). Work involves operational, preventive and emergency maintenance/repair activities for all PTC facilities such as service plazas, maintenance sheds, interchanges, utility buildings, tunnels, offices, etc. Work is performed with independence and reviewed by a manager for completion of projects, quality of services provided and overall performance. Supervision is exercised over internal and external staff involved in facilities maintenance activities. 

Essential Functions & Responsibilities 

Supervises, plans, and organizes the work and operations of internal and external staff including performances management, delegation of work assignments and review of work product. 

Plans, organizes, and supervises a facilities maintenance program for all buildings and structures within the assigned district(s) including tunnels and building support systems. 

Assigns and monitors the work of tradesmen. Monitors and reviews work order status and follow-up paperwork using mobile and other electronic devices/programs. 

Conducts routine facilities condition assessments and inspects work to ensure adherence to plans, specifications and technical trades standards. Identifies deficiencies and recommends corrective action. 

Develops and monitors preventative maintenance schedules to ensure PTC facilities and support systems remain operational.   

Reviews and develops logs, charts, and reports to monitor operations. 

Estimates annual and special budgetary requirements for any planned trade work activities for the district. 

Reviews requests for inventory, equipment and small tools and determines what resources are necessary. Initiates and processes purchase orders and requests for materials and resources needed. 

Evaluates and supervises projects, planning studies, programs and processes related to facilities trades work. Communicates project progress to appropriate staff. 

Prepares preliminary sketches for maintenance projects. 

Acts as a customer service representative and liaison to contractors and other agencies. 

Participates in, or provides consultation to, committees, planning groups, special training and/or seminars. 

Demonstrates continuous effort to improve operations, decrease turnaround times and streamline work processes.  

Responds to emergencies and is available 24/7/365 when needed.  

Uses situational awareness to anticipate and prevent accidents. 

Performs related duties as assigned. 

Qualifications 

Nine (9) years of experience in facilities, maintenance, or trades work;  
OR  
Five (5) years of experience in facilities, maintenance, or trades work AND a bachelor’s degree in engineering, business management, facilities management or a related field.  
Equivalent combination of education and/or experience may be accepted.  

Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Physical Demands and Work Environment 

Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork and exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments. 

Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
