Texas Higher Education Coordinating Board (THECB) has an exciting opportunity for a self-motivated and accomplished database administrator to join our Information Solutions and Services (ISS) team. The ideal candidate will share their knowledge of and passion for technology and will influence the future of higher education in Texas by recommending best practices regarding data storage, architecture, transmission and usage.  The databases that they design and maintain will support the agency's mission to ensure that Texas higher education students are able to successfully obtain their education goals. 

General Description: Performs complex database administration work ensuring the integrity of the Texas Higher Education Coordinating Board’s data. Work involves designing, developing, maintaining, improving, and monitoring agency database systems following industry best practices while meeting business requirements. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position reports to the Director,Application Development and Support. General Duties and Responsibilities: 

  • Designs, develops, updates and maintains database structures including databases, tables, indexes, views, triggers, stored procedures and scheduled tasks.
  • Performs advanced technical analysis work for proposed projects, new development or modifications/enhancements to existing systems to ensure that data and databases support planned activities.
  • Completes complex support tickets, including troubleshooting and correcting database errors/issues.
  • Participates in scoping/feasibility discussions to help ensure accurate project estimations. 
  • Provides status updates on work assignments and technical issues that present risk to project timeline as required by selected project framework.
  • Recommends and promotes data standards and database design procedures based on industry best practices.
  • Prepares and develops database documentation, procedures, and definitions for data dictionaries.
  • Works closely with the Information Security team to perform periodic risk assessments on agency data and initiates risk control strategies accordingly.
  • Collaborates with the project team and provides realistic database development effort estimates to successfully complete work assignments and assist with planning of go live activities.
  • Applies appropriate Family Educational Rights and Privacy Act (FERPA) standards and ensures data integrity and data security at all times.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of industry and department best practices, requirements, and policies and procedures.
  • Knowledge of relational database concepts, SQL programming and database management practices.
  • Knowledge of database structures and theories, and current database technologies.
  • Knowledge of Oracle and SQL Server database tools, environments and query language.  
  • Skill in managing data administration, database management systems, and data modeling functions. 
  • Skill in applying data model and data process principles and practices, and establishing such guidelines.
  • Skill in building and modifying database systems and objects to meet business requirements.
  • Skill in acquiring and maintaining a knowledge of existing database technologies and an awareness of emerging technologies.  Ability to remain current on the latest technology updates and quickly become familiar with emerging technologies. 
  • Ability to identify trends as well as isolated events. 
  • Ability to recognize, analyze and resolve complex technical issues.
  • Ability to take initiative, work independently and make decisions using sound judgment, analytical thinking and sound reasoning. 
  • Ability to apply creative solutions when problem solving while keeping management informed of risks and critical issues.

Qualifications  

Required Minimum Education and experience:

  • Bachelor’s degree from an accredited college or university. 
  • Five years of relevant full-time work experience in SQL database administration or maintenance and related functions; including:
    • Experience planning, developing, and maintaining database environments.
    • Familiarity with the SQL language and the ability to write complex queries including inner and outer joins and unions. 
    • Ability to create new and modify existing MS SQL database, tables, SSIS packages, stored procedures, and copy down jobs.
  • Six additional months of relevant full-time work experience may substitute for 15 semester hours of required education, up to four years.

Preferred

  • Bachelor’s degree from an accredited college or university with major course work in database administration
  • Experience in designing and maintaining a Data warehouse. 
  • MySQL DBMS administration experience.
  • Certification: Microsoft Certified Database Administrator, Microsoft Certified Solutions Associate, Microsoft Solutions Expert, Microsoft Certified Technology Specialist.

Physical Requirements and/or Working Conditions: Work is performed in a standard office environment and requires:

  • Regular, reliable, and punctual attendance at work;
  • Frequent use of personal computer, copiers, printers and telephones; 
  • Frequent sitting;
  • Frequently works under deadlines, as a team member, and in direct contact with others.
